Bhutan SDF Fee Explained: What Is It and What Does It Cover?

Bhutan’s Sustainable Development Fee (SDF) is a daily levy charged to international visitors that funds the kingdom’s free healthcare, free education, environmental conservation, and poverty alleviation programmes. It replaced the old “minimum daily spend” policy in September 2022 and is now the foundation of Bhutan’s high-value, low-volume tourism model.

Current SDF rates

The current rate for most international visitors is USD 100 per person per night. This applies to all citizens outside the SAARC region.

Citizens of India, Bangladesh and the Maldives pay a reduced SDF of INR 1,200 per person per night. Indian citizens do not require a visa but still pay the SDF.

Children’s discounts

  • Children under 5 years: SDF exempt
  • Children 5 to 12 years: 50% SDF discount (USD 50 per night)
  • Children 13 and above: full adult SDF applies

What changed in September 2022?

Before September 2022, Bhutan required visitors to spend a minimum daily rate of USD 200 to 250 per person, which covered accommodation, meals, guide, transport and a royalty fee. This was replaced by the current system where:

  • The SDF of USD 100 per night is a separate, transparent fee paid directly to the government
  • Tour packages are now freely priced by operators. There is no longer a mandatory package price
  • Budget and mid-range travel is more accessible, while the SDF ensures the government still collects its conservation levy regardless of tour price

What does the SDF pay for?

  • Free public healthcare for all Bhutanese citizens, including advanced treatments abroad
  • Free education at all levels, from primary school to university
  • Forest and biodiversity conservation: over 70% of Bhutan’s land remains forest-covered
  • Carbon neutrality commitments: Bhutan is one of the world’s few carbon-negative countries
  • Rural infrastructure in remote communities that tourism does not directly reach
  • Cultural preservation: dzong restoration, intangible heritage, traditional arts

How is the SDF paid?

The SDF is collected by your licensed Bhutanese tour operator at the time of booking and remitted directly to the Tourism Council of Bhutan (TCB). You do not pay it separately at the border or airport. It will appear as a line item on your tour invoice.

Is it worth it?
